The Betuweroute Setup Team (PoBr), part of ProRail, is responsibility for the preparation, contracting out and construction of the new Betuweroute. It is performing these tasks in a commission from the Ministry of Transport, Public Works and Water Management. The Director General of the Department of Public Works is the commissioning party on behalf of the Minister of Transport, Public Works and Water Management for constructing the Betuweroute. He directs the project in broad terms and consults regularly with the managing director of ProRail. The Betuweroute Project Setup Team submits a quarterly progress report to the Department of Public Works. The Minister of Transport, Public Works and Water Management reports to the Lower House every six months
